I can't change my general icon

Every time i try to upload a new pic (which I've used several different JPEGs, and even resized them to fit), it shows the old one instead, even after i delete it. just curious what's going on.

It takes me about 10 minutes of randomly pressing buttons to change mine, it appears to just sometimes not work for no particular reason.

Try doing it again and pressing Ctrl + R

Ya i thought mine was not uploading either, next time you change a pic ask other to describe it , for me its just the new pic did not refresh for about 15 - 20 mins then all of a sudden POOF there it is.
