OPEN: Crouching sea transport

One sea transport stayed stuck south to roma, after being "atracted" by land units.

I'm not sure if it's a bug or a wrong move from me....

Long time bug. As Naval commander, you often get this: if you attack land units that have strayed too close to the coast using ships, sometimes they're stuck on land.

If a fleet and an allied army attacks st. petersburg, the fleet is transerred to the lake north of the city and is stucked in the lake. i experienced it 2 times now.

sometimes, if a fleet attacks bombers who move on land next turn, they follow them and are stucked, too.
