[OPEN] Ghost Borders

Bug Report
Expected behavior
When I delete borders i expect them to stay deleted

Actual behavior
When i deleted it and made the new borders it stayed on the map when i started a game but i dont see it in map editor.

Steps to reproduce the behavior
just delete world map borders

Browser: google chrome os

I had the same thing happen yesterday so I created a new country and kept one border the same

Before I had area for a buff to a country on my map so I expanded it to add more cities to it but it didnt save so instead I went and for the new area, and gave it to a new country but the cities belong to the original country
