Clan War Elo season

No its fine the way it is, making losses 'not so hard' and wins better will do nothing to balance out the chances for both active and super active clans,

The system still rewards activity, but more importantly consistency, your changes would only reward the former.

Make it so if a clan plays under 20 cw's they will lose their 1/2/3 position or something
