Maybe a fun thing is the option to move your capital.

1. It would be announced, so everyone can see it.
2. It would take e.g. 5 weeks before it really changes
3. During those 5 weeks you can't build any troops in those two cities

Part of the strategy of picking your capital is creating puppet countries around it, would make it a harder game if you were able to retreat it. Although, not totally against it.

Perhaps, hiding the capital flag from other players would be good, of course anyone starting the game would already know which country it is.

If anything I say make it an option, and have like 2 weeks without any cities and capital have not been attacked to fully enable the transition.

I have other suggestion: knowing that you devs are going to make these bonus cards, i suggest to make cards "hide capital" and "capital decoys". First would hide the flag for few turns, second would create few flags marking the capital of the empire on some random capital in the empire (like for example one flag for every 4 countries controled)

i also have a question: in the past, you once or twice said something about ingame upgrades, these would be an upgrades buyable only during the game for the remainder of that game and their effect would end after the game. Are you still planning to actually introduce these into the game, or is the idea of the ingame upgrades forgotten to make place for the bonus cards?

We'll see if the hiding capital option is possible/feasible. As for in-game upgrades, we're indeed thinking of some way for players to spend SP, even when they've bought all available upgrades. In-game upgrades might become such a way. Another idea was a sort of research, which eventually gives you an upgrade/new unit/something. Neither of these are getting implemented in the nearest future, though.
