I said longer walls would cause this issue, no one listened...

Even a blind squirrel occasionally finds a nut.

I replicated this and the unit is just a slight bit too far to prevent the wall from forming. Also tried this with people without the wall range upgrades and the distance to prevent the wall from forming seems about the same.

Case solved.
