Why people take the game way too serious? and feel the need to make a thread about any non important incident. Just tell him it's allowed to wf neutral cities, and explain other things as it's clearly he is not aware of the 'rules', or just ignore and do whatever you want, these are not formal rules of aw. Only accepted rules by the community he or you could even break each others capital wall and not sustain any punishment other than hatred of of some players towards you.

There is no rule against WF on first turn. When you join game, the only thing that have punishment is to bug. Everything else is acceptable.

Wallfuck, Rewall, serbian wall, ally various allies, enter in enemy territory on turn 1, all them are valid tactics. Feel free to use them if you want.
